Custom alerts in Dispatch

Just because a custom alert works in Desktop does not mean it works in Dispatch. Here is how to make that work.

1. Make sure the type is set as Alert on the Management server.
2. Make sure the sample rate is Mono 8000Hz

Here is a program to view the sample rate and downsample if needed.
